Tennant was practically everywhere during his time as the Doctor as well. The actor playing the Doctor usually does make a ton of public rounds-parades, proms, pantomimes etc. the exception to the rule I think was mainly Eccleston, who apart from a few interviews and press conferences really didn't do too much outside the show.

if I recall correctly the Mails point was not about Doctor Who being on so much, it was about David Tennant being on so much.

When you look at the list, some of those shows that may have been the only promotion they got, DINKY on BBC 7 and 40 Years of Open Univeristy on BBC4.
 
I'm surprised they didn't list his voice over work on the BBC title cards before the specials.
