When you are the same rank, pissing contests are sorted by seniority. Who has had that rank longer, down to the second if necessary. This is why Hogan had to bunk with the rank and file when Crittingdon showed up at Stalag 13.

Voyager was Harry's first job.

Every non Maquis Ensign on the ship had more seniority than he did, there were no lower Officer ranks, and the Maquis would not look up to him.

Harry doesn't fly the ship, he just points out stuff, and if I was on a road trip, I'd rather have a trained monkey pointing out stuff than Harry. That would be way more fun. I'm not giving Harry enough credit though, he is smart, but he somewhat useless (especially after Seven arrived). I also agree that he was a bad ass in Timeless, but that was an alternate Harry. The one we got was not.

and demoted and re-promoted Paris. Actually that would have been the time to promote Kim when Paris was demoted it might have added an interesting twist to the relationship between Kim and Paris. But that was just another lost opportunity to add to the list of other lost opportunities that VOY could have done.

Keep in mind that it didn't matter because the entire timeline was about to change. In fact, in the new reality they probably never met... Chakotay being involved with Seven and all...
