Maybe that's when Section 31 clones Sloan 2 and Weyoun 9* showed up at his door. They already have transporter duplicates William Boimler and Thomas Riker in their stable, so they figured that a subspace scissor duplicate like Harry would fit right in.

Sometimes, when I do the math on that one, it seems like Kim and Naomi are real people left and everyone else was created by a spacial scission.
