When I read the original question Vash came to mind immediately. She appeared in Greg Cox´ Worst of Both Worlds, but that was Mirror Universe and her fate wasn´t diserable.
There was a reason for her non-recurrence. From Dennis in the Axanar thread:
"The producers of TNG included the character "Mirasta Yale" in the episode "First Contact" as a potential recurring character to replace Wes Crusher when it was known that Wheaton would be leaving the show. One reason that didn't happen was that free-lance writers were credited on that episode along with staff. Ensign Ro, created by staff writers, eventually filled the desired role."
It's probably my favorite Trek novel ever written.
And speaking of which: Another character I want to see again - CHARVANEK! I totally love the way she is written in that novel; she is of course a fearless warrior but also has a wicked sense of humor. Hell, I'm pining for her to appear onscreen in a film!
I liked the Sherman/Shwartz novels (Vulcan´s Heart, Vulcan´s Forge) very much. But I didn´t like their contribution to the Tales of the Dominion War. The Dominion War timeframe obviously wasn´t their strong suit. I don´t judge author´s works by just reading short stories, so maybe they are better at writing whole novels.

The question is: does MU Donatra even exist? Or, that being the case, is she still alive?
On the other hand, we meet several characters in the MU who are already dead in the primary universe.
That raises following question: who is dead in the PU and is likely to appear alive in the MU without having already been mentioned by one of the MU authors?

. Chances are that he is either a slave or a dead slave. The parasites exist in the MU, too. Remmick, being still alive in the MU, could be killed off again 
^There's no way to know if she's alive or dead; however, there's also no reason why a novel written during an earlier time period (in which she was alive) couldn't feature her in some capacity.

In the MU, Picard is a civilian archaeologist working for Gul Madred. There'd be no reason for the Romulans to clone a Terran slave like that, because he's not that important.

Picard eventually plays a significant role in the Terran Rebellion/Revolution and helps bring down the Alliance. It's possible--albeit unlikely--that the Romulans would have attempted to clone him after seeing his value to the Terrans.

The MU Romulans are allies of Terra, aren't they? Those that survived the Alliance genocide of Romulus, joined the Rebellion's fleet, as per Praetor Hiren's orders. So why would they need to clone Picard, assuming they have any capacity to do so?
I´ve just returned from the thread I created in the DS9 forum. MU Eddington as guest character I´d like to see again. David Mack did a great job of writing about im in Rise like Lions.

Who says it has to be the Romulans that do the cloning? There's always the off-chance that another power creates their own version of Shinzon. In any event, I just finished re-reading Rise Like Lions this weekend and imagined Donatra standing/sitting/hovering among the various unnamed Romulan ship commanders mentioned throughout the text.
Although the Valdore was heavily damaged and eventually repaired by Memory Omega, there's no evidence that Donatra was aboard the ship or that she perished when the vessel was initially attacked.
