Greatest One-Shot Villain in Dr. Who?

^Yep the Doctor could defeat Daleks, Cybermen, his fellow rimelords, yeti etc.. but he couldn't defeat Michael Grade.

Yes he could. ;) Doctor Who is still on and Michael Grade is long gone.

Anyway, I could pick anyone from the following list:

Sutehk
Sharaz Jek (Although I still say that Morgus was the REAL villain in that episode)
Mavic Chen
Tobias Vaughn (Kevin Stoney FTW!)

A probable tie between Count Grendel of Gracht, and Scaroth, last of the Jagaroth...

With Sutekh as runner-up

Perhaps the Daleks did a favour during the Last Great Time War and EXTERMINATED him. ;)

I'd argue the Absorbaloff (for worst!)

Best, well I quite liked Anthony Head's Mr Finch, and the idea of the Krillitane in general.

If he hadn't come back for a second appearance Lytton would count, as would Sil...

If you are talking new series, then either Mr Finch for Tennant or the Dream Lord for Smith.

As for Sil, I do wish he could come back and do a third guest apppearance. I actually spoke to him once years ago and he said he was game for coming back. I just did not think I was gifted enough to be the one to do a petition or what have you to ask the BBC about it.

Not much to add to the many previous mentions, but Sutekh, in particular, Egyptian mummys, wonderfully fetching Sarah Jane costume, and fun performances from the whole cast. From the new series, I really liked the Dreamlord. I'd love to see Catherine Tate come back as a villain, the Dreamlord/subconscious badguy of the Doctor managing to take over and deal with the meta-crisis somehow, yeah.

Definately the Dream Lord for the new series.

For the old series, I'd have to go with Tobias Vaughn from "The Invasion."

However, an honorable mention for the Pirate Captain from "The Pirate Planet."

Count Grendel and Tlotoxl.
Ooh, I like Tlotoxl (That's the Aztec "Witch Doctor", Right?) Also, the Dream Lord The Valleyard, and the War Chief (Surprised no mention yet for him).

Finch, The Pirate (And his lover Fibulee) and Sutekh definitely deserve honorable mention

Nah he's in the House of Lords I think!

I was tempted to include Tlotoxl, but, to be fair, he's not actually a villain - he's doing his best for his people, and is completely right that the Doc and company are impostors!

Grade? yeah, I saw him on the news the other day, in the Lords during coverage of the HoL smacking down the ConDem's welfare 'reforms'
