Ramsay was legitimized by Tommen, so I think only kings can legitimize bastards.

Honestly looking at the hardening of Sansa and her talk with Jon about needing to not do what Ramsay expected I almost wonder if she had input with Littlefinger that caused the timing of the attack.
If the Vale joins early Ramsay has a chance to alter tactics and possibly withdraw with some forces. Jon and his forces were sacrificed, but it meant annihilating Ramsay's strength.
If Sansa has become a major political player she must know that Littlefinger is not to be trusted, no matter how much he apologizes for leaving her with the Boltons. He has ears everywhere (and Sansa should know by now) so he must have known what kind of people they are.

The throne legitimizes their name, the lord of their house recognizes them as an heir. It is a two-stage process. If the Starks are recognized by the North as their rightful leaders, Bran is the rightful King and Lord Stark at the moment, unless Robb legitimized and recognized Jon before he died.Question for Westeros legal experts.
