Now theres your comedy!

I still don't buy that Lord President Bond (love that!) was THE Rassilon. First off, the guy has been dead for how many thousands of years? And when he appeared in the Five Doctors, he looked like the Ghost of Christmas Past, a right jolly old Timelord.. He wasn't a dick. I can see it if somewhere along the line, Lord Presidents took the monikor of "Rassilon" like the Roman Ceasars of old...
Well, from the point of view of simple logic, there is no reason why he can't be that Rassilon. Do we really believe the Time Lords would resurrect a criminal like the Master without bothering with their founding father?
a black Master, watch fandom explode!
Why would "fandom explode?"
How much do we know about the timeline of the Time War thus far? I always had the impression that it was fought in a non-linear, timey-wimey way, but how much do we really know?It has been theorized by fans including myself that the Time Lord's much like they did with the Master, resurrected Rassilon to lead them during the latter stages of the Time War unhappy with Lady President Romana's leadership for whatever reason. I believe RTD did confirm that it was Rassilon. I don't have a problem with it. If the Time Lord's can bring back the Master why not Rassilon? It also goes with their portrayal as well.

I may be alone in this, but I have often gotten the feeling that both Davies and Moffat have an almost pathologically negative disposition towards the Time Lords. I'm not entirely certain why...

Because a lot of people are racist even when they insist they're not.
I think some people just have a certain perception of the character and just can't imagine it done differenty, and I know I fall into that category. A Black Doctor or Master is fine, but a woman Doctor or Master would make me a lot more uneasy, though I'm no more sexist than I'm racist, it just doesn't seem right somehow.
I can't point directly at one, but, I'm sure we must've seen Blacks on Galifrey at some point.Has there ever been shown a black time-lord? in the old days?
If not, then it's possible that Gallifrey simply does not have dark skinned Gallifreians.
If there are none in the genetic pool, then any regeneration should not produce one.
