If he were court martialled, I'm sure it would be found that, if the Prime Directive had been broken, it was the most pragmatic solution to his conundrum. Lanelle wasn't willing to transact for anything else, after all.

Incidentally, I think Neuwirth is hilarious in this role, as she is in her Cheers/Frasier character of Lilith.

I don't think he interfered with their culture in any way and First Contact was the mission here so I'd say no. He might have been cited for conduct unbecoming an officer but even that would be hard to make stick. He did what he had to do and I'm sure he hated every second of it.

He might not have actually have had sex with her in the human sense.

He could've done what Ivanova did on Babylon-5 when an alien ambassador she was signing a treaty with told her that traditionally the signers of the treaty had sex.

Ivanova ended up squeezing his hands and doing a dance around the guy and telling him that was the way humans did it.

Riker might've only touched her in a couple of places and squeezed her breasts and announced himself finished.
