Well, it was still April 5th, so before midnight. The sky seems to have a little light from the horizon. The moon would be nearly half-full (but it wouldn't be at its apex until 7:20 PM, and would've only just rose when Riker was looking at it directly overhead before 11 am, so let's all just forget that happened before Neil deGrasse Tyson finds out and tweets about it), so that could be what's lighting up the clouds, but assuming it's not from the moon, it looks to be nautical (possibly astronomical) twilight (though the later it was, the more stars I'd expect to see), so let's say between 8:30 and 9:30 pm local time, leaning earlier.
