Nah. Snoke. It's a bit weird. But if it's Han, he would never have tried to push Ben towards the Dark Side. Doesn't make sense. If he heard, what we now know is Palpty, talking like Han in his head to go and fuck up a lot of people, even Ben/Kylo would have gone 'say what now'.
Doesn't he say something along the lines of "all the voices you've heard have been mine"? So it could be Palpatine through a Han filter. Ben Solo thought he knew his father's thoughts, but it was actually Palpatine.
