Credits are negotiated. That's how it works. You don't get automatically get credited in the opening titles by asking. If the actor requests it, they have to do it. Besides, these are all people we've known were going to be in the show since the summer. There was no reveal to spoil.
And before anyone brings up times where a surprise cameo is withheld until the end credits, that's done with the actor's permission. The actor is well within their rights to refuse this request, even if it "spoils the reveal."

IIRC, that was because Goldberg had several Oscars under her belt at the time (The Color Purple, Ghost) and, by SAG rules, would have required that she get top credits in front of Stewart. She didn't want that, as she knew hers obviously wasn't the lead character of the story, so she requested not to be credited at all, out of respect for him and the rest of the cast. Isn't it all kinds of crappy that Jonathan Frakes is called out in the opening credits, Jeri Ryan is called out in the opening credits, but Marina Sirtis is a special guest star dropped in the closing credits? It helps they gave her better dialogue than the typical "I can sense the bleedingly obvious." Although, before the episode aired, I amusingly though there might be a scene in which Narek beams down to the homestead, him and Riker get into a fight with Deanna standing to the side saying "be careful, Will. I sense hostility."IMO Sirtis gave one of her stronger performances as Deanna Troi in any Trek series in 'Nepenthe.' Troi used her talents and experience as a counselor in conseling both Picard and Soji and these scenes were better acted than 90 percent of her TNG screen time.

Judson Scott wanted first billing? Did he think he was playing Khan?That's not true. It's negotiated between agents and producers. Remember Judson Scott held out for first billing in Wrath of Khan and the producers finally decided to just drop his credit altogether.

Then Worf moans, Guinan asks if he's alright, and Worf answers "Romulan ale should be illegal." Geordi responds "it is."I believe her scene, along with Wesley's, was deleted
