Janeway didn't seem to have any choices for her bridge. She didn't really know what to expect when she first stepped on the bridge. A holodeck display was definitely not used if she was surprised by the size.

I presume there's a "standard" bridge for each class, but captains can alter them according to taste or need. How come Voyager has two command seats, whereas the Enterprise has three? There might be Intrepids with three seats, and Galaxy class ships with just one captain's throne, for especially egocentric skippers.

I was just checking Memory Alpha, and it's mentioned that DS9's season 2 wrap-up occurred on April 25, 1994.
All Good Things was shot between March 11, 1994 and April 7, 1994. At the same time the opening sequence with the Enterprise-B set was being shot for Star Trek Generations as well as the Journey's End documentary. Also, after April 7's wrap-up, the cast of TNG got a 10 day vacation before they began filming anything for Generations. So the TNG portions of Generations would've started on April 17, 1994, which was a week before DS9's wrap-up.
If we were going to see anyone in the buff, it would have probably been Colm Meaney.

Perhaps it has to do with Janeway having been given command of Voyager with the intention that it was for a specific mission, not for a long term command assignment?
Or maybe it doesn't have anything to do with Picard or Janeway. Maybe the bridge is chosen based on the tastes of the shakedown cruise skipper, and everyone else is mostly just stuck with it from that point forward unless something happens to require rebuilding the bridge, or there's a really compelling reason to do so. (Something like a station has to be modified to accommodate the species of one of the command crew using it - not just because the captain doesn't quite like the paint.

Concerning the Odyssey, it's possible given the situation that they're on the Battle Bridge, which on TNG was a redress of the Ent-A set.
I like the explanation that makes Picard a fan of eighties corporate culture.
There would be time for her to customize the bridge, though. Given the capabilities of 24th century industries, it shouldn't make much difference whether to build the facility to factory standard first and modify it later, or to ask for use preferences from the get-go.
Not that all skippers would wish to expend valuable time asking for their bridges to be customized, tho.
