I've heard so many stories about that scene its hard to remember which. You're right, it was filmed and then Frakes decided it didn't work. Pity that all that is left of it on the DVD is a picture.

If you look at his body of work, he did write some decent episodes for the various Trek shows (though none for DS9). However, he ALSO was responsible for some of the worst episodes in Trek: Threshold, A Night in Sickbay, These are the Voyages, Sub Rosa, Genesis, to name a few.
So while I give him credit for things like Year of Hell, if you look at the all of the really BAD episodes in TNG-and-forward Trek, you quite often see his name in the credits.
Threshold must have been the basis of his failed series named Threshold. Though I thought it was pretty good. I was sorry it went off the air.
