Rick Berman was the classic cigar chomping, numbers guy cheap TV producer, he really was a formula guy, and I despised him after Voyager (Captain Jainway was too weak, and why wasn't Voyager in terrible shape most of the time?) Enterprise had problems too (in its Canon errors and disrespected previously stated history also the technology depicted was way too far ahead), so anything he has stated I would take with a grain of salt.
As to what I have heard stated about the Romulan's I agree that they haven't been given enough character development as a society, their culture hasn't been at all explored, and I would love to see their story told in the next Trek movies and after that when CBS decides Trek is successful again and does a new show.
