^ Obvious retcon: Bruce from the TV movie was a copy, like Kristoff Vernard once was of Victor Von Doom. The real Master is still out there somewhere, laughing maniacally despite the fact that he's quite obviously gonna lose. Again.

Have thought on and off about how Moffat (or whoever) would bring back the Master. The John Simm version wasn't able to regenerate again and had to be resurrected in a corrupted dying body. One could assume that he could survive his attack on Rassilon and has been trapped in the last day of the Time War locked off. Would we see another Master given new regeneration under some kind of convoluted explanation ? Or still the same John Simm one? I think it's an interesting conundrum to contemplate.
Either way it is still an interesting conundrum if they decide to bring back the character with another actor.
True. But that's what writers get paid for, right? 
And I do expect the next iteration of the Master (and we all know there will be one eventually) to be played by a new actor. It'd be cool if Simm returned briefly to set up the regeneration, but it wouldn't surprise me if he didn't.

Indeed. I fully expect The Master to return eventually. The Master has gotten out of some pretty nasty scraps in the past (and usually with no explanation at all!), so it's only a matter of time. However, I would be surprised if we see John Simm again.

Did it need to be explained? He said the Time Lords resurrected him, and we know the Time Lords can grant other Time Lords a new set of regenerations, they made such an offer to the Master himself. Therefore, logic suggests that the Time Lords granted the Master a new set of regenerations when they resurrected him. Problem solved.
I want to watch this episode.
