Actually, it's an interesting question, but one I find to be unlikely. The Klingons are so isolationist and alien in this show that it doesn't seem very feasible that they would have had a pipeline into the Federation to generate spies or sleeper agents.
Still...I certainly wouldn't rule it out.

Isn't L'Rell supposed to be a spymaster? And what about the House of Duras which most likely is one of the 24 Ruling Houses?
From what we have heard till now, apparently he is a former POW of the Klingons. Maybe he was reconditioned like Geordi in "The Mind's Eye" during his internment.

After last night's episode, and the preview for next week's episode, I am becoming more convinced that this is exactly the case. When lady Klingon told albino Klingon that he would need to sacrifice "everything" for the cause, I had an inkling this might mean sacrificing being Klingon. I wasn't quite sure in what way, but then we saw in the preview...
that they kidnap Lorca and they had him strapped into some chair with what looked like medical-looking equipment around him. It made me think that maybe Klingons are being surgically altered to appear as humans and serve on Starfleet ships. I wonder if we'll see Lorca slowly turning into a Klingon over the season, but still look like himself.
They had a 100% Human looking Klingon spy in TOS - "The Trouble With Tribbles" - so hey, why not?
