That was just the teaser. The rest of the episode is a cat and mouse game where Garth evades the crew and locks them out of all systems, like Data in "Brothers"You forget that Garth was a genius. I don't think arresting him was as simple as that. Not when we saw what he was capable of.
I tend to think it is weird. We're going to have two characters in the same general time frame going by the same moniker. I would be happier if this was just Number One from "The Cage", I don't care about it contradicting canon.
You have to admit that it's hard to argue a rule when the exceptions are in greater numbers than the items adhering to the rule.
I don't think I like the idea of another episode about the Talosians though.

Star Trek doesn't do subtle.I understand the historical usage. We have already had two notable characters that have went by "Number One". If it isn't "The Cage" Number One, I honestly don't see the point. You can have more subtle callbacks to what came before.
