For me, it's TSFS. It's a perfect companion piece to TWOK. It was very bold in having the crew go rogue and steal the Enterprise against Starfleet's orders (a plot device that has now become somewhat of a Trek trope). It hammered home the friendships and loyalty that this crew have developed over the years in a way that felt genuine and sincere. And, because of its direct connection with TWOK, it elevated Trek into something operatic and made the universe feel the most "real" it had ever felt. TSFS is also a great example of how you do a "high stakes" Trek story without needing Earth or the entire known universe in peril.
The soundtrack is hauntingly gorgeous, and the film is visually striking for the time. I'd argue this is also Shatner's best work. He really blows it out of the park from an acting perspective.
I think fans often overlook just how much world-building was done in this film that set up Trek for the next 20 years. Spacedock, "modern" Klingons, the BoP, the Excelsior, etc.
