I'd say this is part of developing the idea of a romance as part of a season-long arc before you know how well the two actors click onstage. The plot demands the relationship, even if it doesn't work from an acting perspective. It's much better to let relationships percolate for a bit in the first season, see who the fans ship, and then start doing something.
I must be the odd man out cause I thought their chemistry has been great.

I hoped they explored Stamets and Culber more
If Culber somehow comes back, as they said he would, I'm guessing they would explore it further
Good observation, absolutely true.I feel more chemistry from Tyler/L'Rell* than Tyler/Burnham.
* Which is messed up in all the dramatically right ways.
