Actually, it's a bit of a myth that all arab women have swarthy complexions. Their skin tone, overall, does tend to be darker than, say, someone from Sweden... but women from that general descent need not have any particular skin tone.Anyway, if Ra's is an Arab in spite of being played by Liam Nesson, then is there any reason that his Arab daughter be played by someone of that skin complexion?
Just so you get what I'm saying... I happen to think that some of the most gorgeous women in the world tend to be from that descent, and the image of the woman posted earlier in this thread, with the spanish/arabic descent, is a perfect example. She's in no way what so many people think of as stereotypical "arab" any more than we now all believe that all Russian women are fat, burly, and growl a lot... the truth is, that's every bit as common in the good ol' USA as it is anyplace else.
