I'm at a disadvantage here because I'm not familiar with the DS9 episode in question. I think it might have aired after our local independent station went to NBC and moved DS9 to the wee hours of a Monday morning.
What I sense in the discussion is a sort of "competition" between Sisko's and Janeway's personality and resolve, and I am always a bit leery of those types of comparisons. I can't help but wonder if it isn't a veiled attempt at Janeway-bashing once again. Inevitably, someone brings up the "Tuvix" and "Equinox" episodes as if those decisions were typical of Janeway's conduct, when, in fact, they weren't. Perhaps individuals who fixate on those two unique dilemmas should take the time to watch the rest of the series and get to know Janeway better.
Ultimately, I find this kind of speculation pretty pointless, but that's just MHO.
