Also, just to nitpick, the TOS movies don't have the warp-streak effect to tell us whether a ship is at warp or impulse. And Klingon ships don't have a consistent effect of "warp contrails", either. So when Chang's ship cloaks while setting sail for Khitomer, she might theoretically do that while already at warp.
No, I'm not serious with that one. But TOS also lacked visual indication of warp. So the Romulan ship in "Balance of Terror" might well have engaged her cloak while at warp. Or whatever you call it when a ship travels at a speed corresponding to warp three at least, but "her power is simple impulse"...
