I love that scene. I love him saying that he never lost faith in Data. He says it which such respectful pause in his voice like he is thinking back to every moment Picard and Data ever had together. And I love how he whispers and then when she pushes him, he just let's it out loudly "because it was no longer starfleet!".
 
I remember when part of this scene was used in the voiceover for the first teaser and people thought the delivery sounded off. Well, now that we know the context, it makes complete sense.
 
Looks great, can totally understand why Starfleet and the Federation may have changed in the wake of all the turmoil that was the Dominion War, the crisis following the destruction of Romulus, etc. Picard clearly still holds the ideals the organisation may have turned away from, perhaps his actions will influence them to change again.

I think "Because it was no longer Starfleet!!" will soon be the #1 Picard meme, replacing "THERE ARE FOUR LIGHTS!!"
 
Speculation based on everything we've seen: I wonder if Starfleet uses B4 to mass produce an army of disposable androids. I could see Starfleet thinking that they would make the perfect disposable cannon fodder in the next war and thus avoid the kind of huge loss of life experienced during the Dominion War. I could definitely see Picard losing faith in Starfleet and saying it is not starfleet anymore, not just because of his moral objections going back to Measure of a Man but also because Data was his friend.
