He's an alright character. Amazing at playing the flute. The only thing that bothers me is that he's addressed as commander while wearing captain's insignia. A simple costume or script error, I know. But still. Other than that: he's alright.
I love how he is introduced as this militaristic, scary looking antagonist.I don't know if the guy is being written very well or not the way they want because I have way more sympathy for this guy than I think was intended. I was expecting the head of the War College to be someone more like Kreese from Cobra Kai or a "Ra Ra Ra" warrior (armchair general or not). Instead, the guy is clearly 99% a bunch of nerves and almost cracking under the pressure of everything. He has strong season one Boimler energy and really I think Chancellor Ake is treating him really poorly. She doesn't seem to find her good natured pranks really hurt this guy.

There is a line in, I think 1x04, to paraphrase, that the War College is JUST a college and not part of the military, but simultaneously implies that Starfleet Academy IS considered part of the "military" itself.
