It's not a matter of trusting so much as understanding and being able to use one another to a common end. I don't think any Cardassian would trust any foreign government. Many of them have probably also lost faith in their own. They just have more in common with the Romulans than with the Federation and would probably see an alliance with them as a way to avoid being under the thumb of people they don't even really understand.
Exactly, plus the distrust would be reciprocated in kind by the Romulans. Hee hee. A match made in heaven ... until all goes to hell.
