Anyway ... Mr.Picard ...

I mean Mr. Locutus, of course (why did he have a name instead of a designation? I've always found that dumb ...) Do you remember Libby? You know Harry's girlfriend. Now, in the relaunch books (HOMECOMING and THE FARTHER SHORE are the title of the first story), it turns out that Libby is a secret agent.
In fact so much so that not even Harry or anyone else has any ideas about this. Not even our beloved Janeway, who - as we know it - always seems to know everything. Only the readers know that and of course the people who Libby works with.
So there's Libby working as an undercover agent for whatever organisation and if memory serves, the organisation in question has been long suspecting that there must be a transwarp corridor (or whatever you call it in English) near Earth. You know the one that Voyager used for coming home. As far as I remember, they can't prove it just yet or maybe they can but it hasn't been revealed to the general public in order to avoid panic.
Their theory is, I think that the corridor is so near to our planet because the Borg have already been planning an all-out attack against the Earth. Their hunch is that the attack hasn't started yet.
What they don't know, however, is what I've already mentioned earlier: when the Borg Queen dies, then immediately a new one is born/bred/created/elected ... no idea what the method is. If they knew this, they would be more careful because they have some vague ideas that some of the borg drones might already be here on Earth (in the shape of humans or other, not unusual aliens on Earth). But they don't know that the new Borg Queen is also among these drones who have already infiltrated Earth.
To make matters more complicated, the new Borg Queen is someone who works for the same organization as Libby. It might even be her boss, I don't remember that. In any case, Libby will be the first one to become suspicious and will play a key role in unveiling the new borg Queen. She, however, is in a difficult position because not only does she not want to create a panic but she also wishes to keep her secret identity, mainly from Harry but basically from everyone else. But ultimately, she will manage it as you might have suspected.
Now how does that sound for an explanation? I might be wrong, though, about the details. I wish someone would corroborate me (or contradict me).
