There was never any official announcement about the size of the budget on the first one. No, studios keep those expenditures under wraps, although the general rule (on major motion pictures, at least) is that they equal (and, sometimes, exceed) the production budget.
I don't know if they got larger (it depends on the movie), but the TOS films also had a steady rise in budget.*
*The two exceptions being Star Trek II: The Wrath of Khan, which was made on the cheap and didn't have to pay for previous, failed TV/movie attempts and Star Trek VI: The Undiscovered Country, which was made for the same budget as the fifth film.
