It's clearly Picard in the scene. My first thought was Masks, which was the first TNG novel where Picard got any action, but I think that was written before Picard's artificial heart was established, and the lady in question wouldn't have been familiar with cosmetic surgery or artificial organs. (And of course it isn't The Buried Age.)
It sounds like it's a young Picard, since the TNG-era version doesn't have a scar on his chest. Something in the Stargazer era, I would guess, but I can't narrow it down more.
