Call to Arms and BOBW is a coin flip as far as I am concerned. We should remember that back then, the Borg were a real enemy. :)

There are no Series Finales on the list, period. It would probably upset the voting quite a bit, too. I mean, everybody would be voting for "These Are The Voyages!"

I'm leaving out the series finales deliberately as I think they have the "bonus" of also ending a whole series.

Best of Both Worlds. I believe at one point it was voted one of the top 10 TV cliffhangers of all time.
 
"A Call to Arms" without a doubt. Scorpion was good, but ultimately dissapointing as I felt that the show never really paid it off (but Voyager never paid ANYTHING off).
All of the series had a problem with making the second of any two-parter measure up to the first. I'd agree that "Scorpion" was one in which the payoff came up short, but do you really think that "Basics - Part 2" failed to deliver the goods?

Scorpion may have a weak payoff as an episode, but it can't compare to the opening scene of Equinox part 2. I still remember how angry I was that I spent all summer trying to figure out how the hell Janeway was going to recover from being attacked by that crazy alien, only to tune in and see her simply duck out of the way. LAME!
 
My #1 is BOBW. From TNG, I also really enjoyed "Time's Arrow" for some reason, along with "Descent." Both of those part ones were much better than the conclusions, IMO. I'm also a fan of "Call to Arms" (other than the Rom/Leeta nonsense.) For Voyager, I think they nailed it with "Scorpion" and "Equinox." Unfortunately, all the cool ideas brought up in "Equinox" (and the Equinox characters themselves) were never heard from again. :(

Edit: Forgot to mention "Shockwave." They created an excellent and tight plot with a great build-up to the "WTF" moment in the 31st century. This one probably has the worst part 2 out of any season-ending cliffhanger, though.
