The weirdest part about Troi in the pilot is how she not just seems to experience the emotions she senses, but seems to get overwhelmed by them. Each time she picks up the jellyfish's vibes she either starts crying or looks like she's about to kill somebody. I think that's why she keeps repeating the emotions she's picking up/experiencing, she's literally flooded by them and can't grasp any other thought.
In-universe this could be chalked up to those jellyfish just having incredibly intense emotions or something. Out of universe it seems like something the creative team might have tried out, but quickly realized that it wasn't working, just like the skant/ 1980s cheerleader hair combo.
