There was always going to be a change at the end of season 1, though the initial idea was that Delenn would be a male character (hence the even heavier appliances & deep voice in the initial cut of 'The Gathering') and the transformation would be a gender swap.
Once it was clear playing Delenn as male wasn't working, they took advantage of the opportunity to make life a little easier for Mira.
Usually when a character with heavy makeup suddenly transforms into something that requires a lot less make up, I assume that's the case.
Given how carefully they established different species were not sexually compatible they couldn’t have had a romance story without a transformation.
Ironically, the makeup being less encompassing made it take longer to apply than the whole-head look, especially when they refined it in season three to get a smoother blend between the bone and her head.
Tell that to G'Kar.

You are in for some seriously good stuff. I wish I could somehow be there in the room and watch your face during the entirety of the final two episodes of S2, Comes the Inquisitor and The Fall of Night.
I'd also add "THE LONG, TWILIGHT STRUGGLE" there, too.

The end scene between Londo and Vir about how Vir doesn’t feel appreciated by anyone and then Londo telling him he is, was very sweet.
