Attitude of different non - Federation characters toward the Prime Directive

What do you think is the attitude of main non - Federation characters toward the Prime Directive?
Because I have a feeling even some of Starfleet's allieswouldn;t like that. Kes would, for example, be unwilling to let things she can prevent happen just because “we cannot interfere”. Kira Nerys wouldn’t want that either, because she knows how it is to be left alone.

What do you think about htis?
