That didn't keep Scotty out of the Captain's chair when Kirk and Spock were off-ship or both incapacitated in some way (ie. "Journey to Babel"). And if Scotty needed to be in Engineering, he would turn command over to Sulu or whoever else was available on the Bridge (never Uhura, though, which was annoying).I presume the chief engineer is a very busy person to be regularly on standby for bridge duty unless absolutely necessary and when it was, she was often burden with manning the warp core in battle. This just just my observation and opinion of course.
