Indeed. I always thought Selar was kinda cool... it's too bad her only actual appearance was in such a bad episode!^ She is Dr. Selar. As far as I know, she only appeared on one TNG episode ("The Schizoid Man"), but her name pops up on lots of episodes. She is played by the fabulous Susie Plakson, who also played K'Ehleyr and Lady Q.

"Impractical" doesn't even begin to cover it. As for the idea that all the female cast members wore high heels, that's an actress thing, not a character thing. Meaning, if Nicole de Boer or Kate Mulgrew or Gates McFadden were, in fact, wearing heels while playing their roles, that's fine. That's cause someone involved in the production of the show wanted those actresses in heels. But that's just out of universe, and you can't see them clearly below the uniform. So in universe, did Ezri Dax, Kathryn Janeway, or Beverly Crusher wear high heels while on duty? No. And that's a bad thing?Kira's uniform strangely actually should have been modified one way or the other. It should've either been much looser or a bit tighter. As it stood it made her look heavier than she was.

I find flat shoes extremely uncomfortable, they make me feel like I am going to fall backwards any moment. Even sneakers have to have soles of at least a couple of centimeters. Generally I prefer wearing shoes with heels from 4 cm to 7-9 cm. Heels higher than 10 cm are too tiring and painful.By the way, I've read that those ballet flats that are so popular aren't good for your feet either, even though they are flat and have rounded toes. The reason is that they have almost no arch support. Oh, well. So much for a fashion trend that makes sense!

No, they should wear either a uniform or equivalently appropriate attire. If anyone- even a civilian support person- showed up to work in a military environment like that they would be sent home and a negative evaluation placed in their permanent record.
