There was no love there as he was not in his right mind so it was hardly a Doctorish thing to do.
Bug what about River? I never heard it said anywhere he was going to have a sexual relationship with her after marriage? Perhaps I am wrong but could you enlighten me as to scene and dialogue and episode that suggests this?

I HATE the jokes about the Doctor and Liz I, so I mostly block that out. The Dr taking the virginity of a proud woman and then making crass jokes about it, that is not very Doctor-ish behavior. Even if I have to accept the 10th Dr swaggering about and bragging about his sexual conquest to himself, Eleven turned down no strings attached sex with Amy, so he doesn't seem like he takes sex lightly.
As for the consumation, in the last scene of the Marriage of River Song, when the Doctor is talking to the head, he makes a comment about River spending her days in prison, and her nights with him. His phrasing and the look on his face makes it seem pretty obvious that the marriage will be consummated. Besides, River when we've seen her with the Doctor in the short vingettes in the box set for series six set after the marriage, from her pov, she seems like a pretty happily married woman, and if she was sexually frustrated with a frigid husband, that's not what their relationship seemed like to me.
