If Partagaz hadn't killed himself, he was going to face a much harsher future than Dedra's, execution at least, for running a department with traitors, suspected or actual, and leaks that allowed the Rebels to learn about the Death Star before it was too late for them. I suspect that he indulged in his eleventh hour assessment of the hopelessness of the Imperial cause because he knew that, for him, it was over. The fact that there were stormtroopers waiting for him pretty much confirms this, I think.Also Major Partagaz's suicide felt surprisingly sad and you wonder if he went through with it because he almost got won over by the recorded speech from that now years dead Rebel revolutionary (and was not just because of loss of face Imperial Japanese style). He was very likely an "old dog" of the military or police from the late Republic era (so perhaps not fully convinced by Palpatine or his New Order, and likely learned and far sighted enough to realise it was all going to inevitably collapse).
There's contradictoins on how much the Force powers of the Emperor are known. The official stance is that no one knows about the Sith, much less that Palpatine is one. However, we have in the canon comics Qi'ra basically going around telling everyone that Palpatine is a Sith. To most of the galaxy this doesn't mean anything. However, assuming the ISB at least has SOME inkling of what Qi'ra and Crimson Dawn do (not even getting into their previous leader Maul), someone as educated as Partagaz should be able to put the pieces together. As recently as 9 BBY lightsaber wielding Inquisitors were going around openly on Tatooine threatening people in Kenobi (remember Reva literally publicly held a lightsaber to Owen's throat).The way Partagaz mentioned the Emperor's actual name to Krennic - to me, anyways - hints that he was not a true believer. He's old enough to remember when Palpatine was just another Senator from your average world in the Republic and how so many Senators before the Imperial Era were just manipulative, greedy opportunists who'd vote for any bill if it greased their financial wheels.
"Save the sermon for Palpatine" just sounds like it's coming from a man who didn't entirely like the system in which he worked but he was damn good at his job and very secure. At least until the ISB started falling apart in those final years.
