You can interdict the odd New Republic cruiser, or sneak a cloaked ship into their midst all the live-long day, but it means nothing without a larger strategy and goals a little more specific than "win". You can't (re)build an Empire on naval engagements alone. There needs to be a long game, which as is happens is Thrawn's speciality.Thrawn was known to use unconventional tactics to undermine the New Republic in the novels. If he can get his hands on an Interdictor or two or some cloaking devices he can not only bring his ships (or the enemies ships) out of hyperspace where he wants, he could also blockade worlds with cloaked rocks or mines. Even if there are only one or two dozen rocks in orbit, if they are cloaked and the enemy thinks there are hundreds, the planet is effectively blockaded with minimal resources used.
