Yeah, that was what the writers thought the audience would buy as the best plan of a desperate, losing military establishment/government: while an apparently unstoppable enemy fleet gathered around Earth to either occupy or destroy it, sneak onto their homeworld and blow it to smithereens.

And of course, entrust the bomb and the key to the whole operation to a despot from another universe who has no loyalty to Starfleet and the Federation at all...because, you know, there's not one trained person in Starfleet or the Federation in general who would be more trustworthy and willing to actually carry out the mission based on Evil Georgiou's intelligence and tactical direction (despite the fact that Starfleet has no difficulty finding military leadership willing to plan and order the operation).

Because, you know, there is no enemy civilization or military structure existing apart from that on the homeworld, and anyway the military leaders of the enemy who were just about to take or obliterate Earth will be immediately demoralized and traumatized, and turn around and go...somewhere harmless. Probably lay down their arms and surrender. Or something.

And then Starfleet can sell all that stolen Klingon underwear for PROFIT! ;)

The writers of this show clearly have taken the measure of their target audience.

Uh, that would be "destroy it", at least according to one of the only two Klingon experts to which Starfleet had access.
Just the bomb and the key to the whole operation to a despot from another universe who has no loyalty to Starfleet and the Federation at all...because, you know, there's not one trained person in Starfleet or the Federation in general who would be more trustworthy and willing to actually carry out the mission based on Evil Georgiou's intelligence and tactical direction (despite the fact that Starfleet has no difficulty finding military leadership willing to plan and order the operation).
The reason Starfleet used the Emperor was because she was most familiar with Qu'nos and because she was already on the Disco, which made it easier to get her to the planet. This was born out by the way Geogiou quickly navigated her way through the Klingon market to find out how to use the volcanoes as a place to plant the bomb.

Planning and ordering the operation is different from actually executing the plan.

I also think they used the Emperor because it was also to distance themselves from the operation, but that's just speculation on my part.
 
Maybe they also thought that L’Rell would find a way to have Georgiou eliminated, quietly and without any fuss. I’m still hoping this happens, in fact.

Uh huh, I think, for Starfleet, having the Emperor plant the bomb and then her being killed in action, would have been the perfect scenario. I still wonder what they're going to say about her disappearance, at least initially.

I never thought about that. If Starfleet was really hoping that Georgiou would die on the mission then that makes Starfleet's motives even more devious.

When L'Rell gets hungry, she'll drop in on Georgiou, I'm sure.

Meh, Section 31 is on hand now, they'll handle a convenient cover story.
 
What I want to know is, has Starfleet put out an APB to the effect that the Georgiou walking around is in fact her mirror counterpart?

Because it would totally be within the Empress’ wheelhouse to try and impersonate her regular universe version.
 
I think that Season 2 will be more lighthearted, and that the former Emperor Georgiou will occasionally make a guest appearance for laughs, as a lovable rogue.

No, Starfleet is keeping it a secret that it was Mirror Georgiou who took command of Discovery and is now on Qo'nos running a bar. We'll just have to wait and see what season 2 has in store.
