It was the Croatians. Their pronunciation of the name "Croat" was adopted by the French (who employed many Croatian mercenaries around the time of Louis XIV) as "cravat", the French taking a liking to the neckscarves worn by the mercs.

The UFO on the cover of #1 looks different from the mental image I conjure up from the show.

That's actually a UFO's escape pod, seen in the episode "A Question of Priorities".

Well they made a movie of Thunderbirds, remade Captain Scarlet, talked about a resumption of Space:1999 so why not a remake of UFO?
