The screwdriver gag was too goofy: the doctor has used ordinary tools (even screwdrivers) before. I find it improbable in the extreme that this incarnation has forgotten.
Who said he did? He used it as an excuse to involve himself in their conversation. In case you missed it, he was manipulating both of them into admitting their affection for each other, and to that he needed to get involved with them.Average. And that's probably a bit generous.

I realise, all too well, it's use in the story. Nevertheless, for the price of an unfunny gag, the doctor is made to look like an idiot.

The Doctor has never been afraid to make himself look like an idiot if it serves his purposes.
They didn't really use the 'don't know how things work' gag all THAT much did they? All that comes to mind are the screwdriver and a tube of hair gel.
