Perhaps Hurt, 10 and 11 end up activating the Moment together so as to alleviate the guilt of the Hurt Doctor? 10 and 11 realize that as awful as it is, it needs to be done and help "share the blame", sort of like Donna helping 10 destroy Pompeii...

Something else I've noticed about every time we see the Time War - we always see plenty of Dalek Saucers but have we ever seen any Gallifreyan ships? be they Tardises or other type of craft?
