It's a weird bit of "Why did they do that?" in that it's so obviously trying to sound like the old theme.
I was wondering if it might be something like that. It reminds me a lot of how TAS aped the TOS theme, but The Saint theme's makeover isn't nearly as aggressively generic.

Once he gets running, clearly Scooby runs faster than both of them.
The problem with Uhura (in the cartoon) is that she doesn't run. She walks... "fast"... it's really weird in a comical way.
We know. Hence the mention of Velma.
I see. I haven't watched Scooby-Doo for a couple of decades or so. To tell you the truth I was never a big fan of the cartoon, hence my not getting the allusion...

Oof, that little scene was a bit lame.
It’s one of the reasons I vastly prefer the theatrical cut
