Since that section of the room is inspired by voyager's transporter room, it looks like they put the plastic leach line on the front of their console. (struggling to find a clear shot of the front of the console.)
The lowest level on the U.S.S. Cassini bridge is entirely pointless because there's nothing there. It's a total waste of bridge space. Maybe it would make sense if the two forward consoles where down there, but as it stands, it serves no logical purpose.

There's two command chairs instead of one, and they aren't raised a step from the conn/ops stations, but it's not really any more crowded than the Excelsior bridge in TUC. Here's some overhead shots from the shockwave scene for comparison (HD, SD).
