Did GR or whoever design those costumes with the intent to titillate and exploit or was it a nod to the fashion at the time or future fashion in movies like Logan's Run?

I don't think titillation was the intent. The spandex jumpsuit was intended to be a hands-on working uniform and Bob Fletcher said it was supposed to be some kind of futuristic material that was like a "second skin." People often talk about the one-piece as if it was representative of all STTMP uniforms, but it was mostly seen in the background and was only worn by two of the main cast (Decker and Uhura) in pre-departure scenes.

There used to be! Today any sight of flesh, violence or swearing is deleted from the broadcast!
