That's a... dangerous assumption to make, as incestuous feelings are incredibly damaging and destructive and shouldn't just be bandied about flippantly.
Whether or not you're both right, I don't think there's any reason to assume that level of guilt.
Explain to me the functional difference between a leather belt and a leather whip. The only difference I see is length.

These people should both rot in prison. The girl was a violent prick, true, but her dad had no right to hit her. Not when she was that old. 16 is way the hell over the line.

And when a belt is used to beat someone, it turns into a whip.
No, it remains a belt, I don't think it has the power to morph into another object. When you crack a whip, there is a difference between that and taking a belt and whacking someone from side to side with it, very different outcomes of pain and injury.
You can hit someone with a belt without beating them, it is possible, it has been done to me, I can attest to the ability to hit someone with a belt and have it not be a beating.
Try it yourself, take a belt, and whack yourself, you'll see it is possible to do it without being a beating.

I can't believe everyone is so hung up on specific objects, I'm not going to argue about what objects are and aren't acceptable, that'll take a lifetime. I'm just going to firmly state, I believe in spanking. Spare the rod, spoil the child is the credo I follow.
Because I considered that I was beaten as a child (with a hairbrush) and I considered that I was an abused child. Both my sisters considered that they were abused as well.

I would also say, on a whole, a boy will act very differently to a belting than a girl.
When I was at school boys would be seen as heroes if they could take the cuts 'like a man". They were often proud of being punished in such a way. Most girls on the rather hand found punished in such a way degrading and it made them feel powerless. There was no honour in the eyes of their peers.
