I don’t have a problem with the characters or cast. I wish the studio would butt the hell out and the writers would be consistent in characterization and plot points. That alone would resolve most of the problems from the show.

Dropping the Maquis/Fed tensions (though really, that wouldn't have lasted longer than 1 season or so if they had kept it).
No continuing storylines (this was Jeri Taylor's fault too though).
There were conceptual problems with the series, however, right from the start.
Like not having a plot that didn't suffer from the Gilligan problem.

VOY wasn't syndicated like TNG and DS9 were, it was under direct network control. The UPN higher-ups had the real power over it, opposed to those others where Piller, Berman and Behr had the power.The studios carry the blame for what network they put it on, and what time slot etc.
Braga wasn't even a showrunner until S5, and he was only a showrunner until S6.But everything you've spoken about has been Rick Berman and/or Brannon Braga's decisions and they were also responsible for how they were implemented.

No they weren't, even his fellow Producers (Piller and Taylor) knew that. Out of the three, it was Taylor who wanted the show to be lighter and softer.

Moore wouldn't have made VOY better, what VOY really needed was a plot that wasn't self-defeating and more forethought put into things.
You take all the trouble of sending them to the Delta Quadrant? Don't waste that set-up by having them spend the whole show running AWAY from the Delta Quadrant, actually have the spend the majority of the series in the DQ and define the place as well as the Alpha Quadrant has been defined.
And hell, if that proves too problematic because of the huge shadow the Borg cast over the DQ, have them get stuck on the far side of the Beta Quadrant or an extreme end of the Alpha Quadrant.

If you say "re-make" might as well go into it and examine genuine conceptual flaws in the show that should be remedied in a re-make.
