No, but it shold be somethign that would make sense. Her situation seems like it would warrant talking to SOMEONE in CTU, even if it was Chloe. Between the two of them they could have come up with some kind of weird scheme, yet actually be at their jobs during the crisis.
Shoot...i was thinking that the more "realistic" internal conspiracy would be Arlo covering up his cyber stalking of using government equipment to look for bikini babes.
That behavior could be overlooked, or it could get him fired.
Having the investigator at CT before and during the crisis might have been more interesting (i.e. an outsider seeing the value of CTU & its personnel; deciding on if they should overlook a matter or not).
Personally i think that should be the internal CTU crisis -- someone covering up their own incompetence.
A runner up -- two agencies trying to "compete" to succeed, and the disaster it creates. This scenario is DEFINITELY real life, even 7 years after 9/11.
