Nope!
They didn't build a moon base because they knew it would just go floating off through space... with the moon still attached! Dah dum!
Because if the dark side of the Moon ever exploded, those astronauts would be stranded on that rock, searching for a new home.
Edit: Bah someone beat me to it. Oh well. Space: 1999 forever! It's hard to believe it's been ten years since they got lost in space. I hope Commander Koenig and crew are okay...

There was another idea to build a moonbase in the 2020s but that has now been scrapped.

Alan Carter is my favourite character.
I wish Dragon's Domain had featured Carter, not guest character Tony Cellini (with a different ending!)
I wish they'd kept Paul and Victor in season 2.
I like Maya and Tony but their relationship was too adolescent for me.
Eagles are some of the coolest space vessels of SF.
Season one is awesome; season two not so much.
The Black Sun is my favourite episode.

NASA did try, but every time they approached the moon to land their space craft spin wildly out of control and crashed onto the surface of the moon.

A more practical answer is: a space station is a lot cheaper to resupply, there isn't any gravity on a space station so launching flights from there is cheaper in terms of fuel expenditure for flights farther out, and we haven't had the budget for a moon base because of Congress's short-sightedness.
I don't want to sound like one of those conspiracy theorists, but something's definetely not right about the "exploration" of the Moon.
Why were the Moon landing pictures falsified (it's true) and why nobody's been there for almost thirty years? It should be so much easier to go there now compared to 1972, but no space agency in the world seems to be interested? It just doesn't make much sense to me!

As for Space: 1999: To this day I have never seen the show, although I did have a S1999 lunchbox when I was a kid.

Technically, the money would be there. There's not much reason to go there under a strict cost-benefit analysis though. I think it's hard enough to explain to the tax-payers how they are benefiting from the ISS exactly, especially considering the costs.
