... At least, if they wanted him to shift blame to one of the protagonists, they could have made him blame someone who was actually on the station and was close to Ziyal - Kira, anyone? That, at least, could have made some sense in a way. But no, I guess plotdevicism was more of a concern. Gotta pit Dukat against Sisko in a religious battle of Good vs Evil!
