Was the "Commordore" rank eliminated to fill the Admiralcy?

The rank above Captain, usually assigned to a commander of an 'action group', flotilla, or port. He coordinates actions between several vessels at a tactical level. (Strategy is left up to the Admiralty) For the US Navy, "commodore" usually only gets put into place at wartime, and often redone in peace-time as admiralty. Carter's infamous 'ass admiral, ass half' is the most famous example of 'retiring the rank', but it's actually been done quite often.

No, it does not. It merely puts TMP 2.5 years after Kirk's last space sortie.

Which he could well have performed as Commodore and commanding officer of USS Temerity, in 2274, four years after his five-year mission ended.

I noticed not only had the Commordore rank gone but what happened to the Yeoman rank? I can't believe that Rand was the only one in the whole of the Star Fleet.

We have Commodores now, they just hold the rank of Captain.

The only time I heard the rank "rear admiral" uttered in TNG was in All Good Things. Picard has just boarded Enterprise and they're doing the ceremony where he takes command, and mentions the order is signed by "Rear Admiral Nora Satie." So I'd assume if Picard was promoted to the admiralty, he'd start at the rank of rear admiral.

Something else leads me to think "commodore" is a retired rank is how Geordi uses it in The Enemy. Before he learns his Romulan captor's name and rank, he keeps calling him "commodore," as in, "The fleet's in, Commodore. Sky is full of Federation ships," or, "I never lie when I have sand in my shoes, Commodore," both in a sarcastic fashion. As in "I don't know your name and rank, so I'm going to use an obsolete high rank just to be a wiseass."

Why would Satie being Rear Admiral mean that Rear Admiral is the lowest flag rank, though? We have also heard of Vice Admiral (again once, in "Inter Arma"), suggesting the spectrum of ranks is similar to that of the USN or the RN in general. If so, there'd be room for Admiral and one further rank above Vice Admiral, and Rear Admiral and one further rank below Vice Admiral...

We have never heard what the lowest, single-pipped rank in TNG might be called if not Commodore, but we can invent a name for that rank so that it contains the word "Admiral"; thus, Captain Picard could be promoted just one step in "Coming of Age" and still earn the form of address "Admiral".

To be sure, we haven't heard what the highest, five-pipped rank might be called, either. After all, "Fleet Admiral" in the TNG era is already taken, as it seems to refer to any Admiral commanding a fleet, even when he or she wears mere three or two pips on the collar.

I'd personally go for systems that imitate the USN one as closely as possible. Say,
